in PSPXI, using Color Balance. :31. So, well~ Pick your image, resize, crop, sharpen, soften, adjust... Anyway, get have your base ready.

2. Now~ Make a new layer, fill it with #011f79 [
] and set it to Exclusion, 100%. Then, duplicate it. Trick picked up from 
3. Duplicate your base, drag it to top and set it to Overlay, 100%.

4. Make a new layer, fill it with #bdcdfb [
] and set it to Burn, 100%.
5. Make a new layer, fill it with #857c61 [
] and set it to Overlay, 100%.
6. Make a new layer, fill it with #86add2 [
] and set it to Soft Light, 100%.
7. Go to Layers -> New Adjustment Layer -> Color Balance. Set the Midtones to 2, 0, 56.

8. Duplicate your base, drag it to top, and set it to Burn, 55%.

9. Pick a soft, round brush (I went with the standard circle one, Size 75 and Hardness 0), and make a Light Blob
I know it's hard to see, but it's there! >_>;;10. Add some tinytext~ I went with Arial Narrow, size 1 and Kerning 500. It really looks nice with those settings, ohoho~

11. I thought the left side looked a little empty, so, using the Rectangle tool, I added a random black bar. Yeah. XD;;
