Using PSP10, we'll be making
This tutorial includes Radial Blur, but is otherwise translatable.01 Start with your base. Here's my base.
02 Duplicate your base and bring it to the top. Set the layer to softlight 100%.
03 Make a new layer and fill it with #03064b. Set the layer to exclusion 100%.
04 Make a new layer and fill it with #cdeafd. Set the layer to burn 100%.
05 Make a new layer and fill it with #fabcc5. Set the layer to softlight 100%.
06 Duplicate your base and bring it to the top. Set the layer to softlight 100%.
07 Make a new Hue/Saturation/Lightness... adjustment layer, and set master saturation to -20.
08 Go to Edit > Copy Merged and copy your icon. Paste it as a new layer. Go to Adjust > Blur > Radial Blur and input your desired settings. I used Twirl with 35% strength and 90 twirl degrees, moving the crosshair to the middle. Erase the parts of the subject (like the faces, shoulders, etc). I upped the saturation on the Radial Blur layer, and then sharpened it.
09 Paste this texture (
10 Make a new Hue/Saturation/Lightness... adjustment layer, and set master saturation to 10.
Hope that wasn't confusing :D; I use this Radial Blur effect a lot, and it comes out very nicely in the end. I'd love to see what you guys come up with, so please post your results! Hope this tutorial helped :)

I had to tweak the colour because my image isn't as angsty, but I like how it turned out! %D Thank you~
