Using PSP XI, we'll be turning into . This tutorial is translatable.

01 Start with your base. Here's my manga base and my colored base. I'll be starting this tutorial from the colored base.
02 Duplicate your base and set it to softlight 100%.
03 Paste this texture (by ?) and set it to multiply 100%. I desaturated it and erased everything but the blood splatters.
04 Make a new layer and fill it with #001343. Set it to exclusion 100%.
05 Make a new Color Balance adjustment layer, and input these settings:
Midtones: -25 5 30
Shadows: -10 15 -10
Highlights: 25 0 0
06 Make a new Color Balance adjustment layer, and input these settings:
Midtones: 50 0 25
Highlights: 45 0 0
07 Duplicate your base, desaturate it, and set it to softlight 70%.
08 Make a new layer and fill it with #001343. Set it to exclusion 50%.
09 Make a new Brightness/Contrast adjustment layer, and set brightness to -10 and contrast to 5.
10 Make a new Hue/Saturation/Lightness adjustment layer, and set master saturation to 20.

I'd love to see what you guys come up with, so please post your results! Hope this tutorial helped :)

Late comment is late, but awesome tutorial Seiyuuki |D I totally thought you used Selective Coloring on this icon for some reason, but the Color Balance looks really nice! Here's what I got ~

I'd be curious to know how you got the manga base to look so perfect and cel-shaded, considering the source material :3 Is it through Screen layers and such?

Jr.~ ♥ Awesome result, and thanks for trying out the tut!

A multiply layer on top of a lighten layer usually works to get that effect :3
