in Photoshop. Uses Color Balance and Radial Blur, so it should be translatable~Just so you know, this tutorial is almost exactly the same as this one – but Ryin requested it, so how could I refuse? ♥

So pretty, but a tad dull~ so go with a duplicate on Overlay, 100%! /o/
Fill layer time, yay!
☆ #001A98, Exclusion, 100% duplicated once (so there are two exclusion layers) gives you this

which is very ewwwww-worthy :') Overlay, 100% once again should fix it up!
See how that brought out the colour compared to the first Overlay duplicate? Gosh, I love fill layers %D Anyhoo, make a Color Balance... adjustment layer with the following settings:
Midtones: -40, 0, +40
Highlights: +60, 0, 0
Much better! But duplicate that Multiply layer from earlier and drag it to the top so the white in the back isn't blinding.
But it needs that little extra something, so you guessed it – radial blur :] The following steps are exactly the same as before, so follow them and you should be fine~
☆ Edit > Copy Merged. if you're making this in Photoshop, you may need to do a Select All (control/apple A) before this option will show up.
☆ Paste. Now you should have your entire icon up until now on one layer~
☆ Filter > Blur > Radial Blur. Move the focal point so it's roughly over your character's face; make sure the blur mode is set to Spin (instead of Zoom) and input a value of around 30. Quality doesn't really matter, because if it turns out too grainy, you can just do the blur again at a much lower setting and it'll go away.
☆ Take a very soft brush and erase the part over your character's face and shoulders, if you so wish... whatever looks the best :D Make sure the blur roughly retains its circular shape or else it'll look weird.
Copy, paste, blur, erase is the charm here xD
Ooh, pretty~ One more step if you feel like it~ This texture by
toybirds, edited in certain places and merged again by me (rest of the set here), on Screen, 100%. adds a bit of texture to the edges, just to make it more interesting. :)And we're done! ♥
