Using PS CS, we'll be making . This tutorial is translatable only to other PS programs.

The icons this tutorial covers are:
is A, is B.

01 Start with your base: A B

02 Duplicate your base and bring it to the top. Set the layer to screen 30%.
03 Duplicate your base and bring it to the top. Set the layer to softlight 75%.
     B did not use this step.
04 Make a new layer and fill it with #0A0C1F. Set it to exclusion 100%.
05 Make a new layer and fill it with #C4EBF1. Set it to burn 100%.
06 Make a new layer and fill it with #F1A4A4. Set it to softlight 100%.
07 Make a new Selective Color adjustment layer, and input these values:
     Reds: -100 0 0 30
     Yellows: -100 0 0 10
     Cyans: 100 0 -100 100
     Magentas: -100 100 100 0
     Whites: 30 -15 -45 100
     Neutrals: 50 0 0 -25
08 Make a new Hue/Saturation/Lightness adjustment layer, and set master saturation to 10.
09 Make a new Brightness/Contrast adjustment layer, and set brightness to -10 and contrast to 15.
10 Make a new Selective Color adjustment layer, and input these values:
     Reds: -100 0 0 5
     Neutrals: 50 0 0 10
11 Make a new Hue/Saturation/Lightness adjustment layer, and set master saturation to 15.
     A did not use this step.
12 I went to PSP XI for the following steps, only because it's easier for me. You can achieve a similar effect in PS.

The following is for A only.
13 I used the Pen Tool and, after picking a color, drew a squiggly line. I duplicated it and changed the color, then moved it to make a sort of shadow. I did this again for the three-color effect.
14 Paste this texture (by [info]hellodarliing), and set it to screen 100%. I erased the area around the faces.
15 Paste this texture (by [info]peoplemachines), and set it to screen 100%. I pretty much erased everything but the the area on the squiggly lines.

The following is for B only.
13 I used the Rectangle tool and, after picking a color, made a box. I rotated it at the angle I wanted. I duplicated it and changed the color, then moving it the edge for the two-color effect.
14 I used Preset Shape and Symmetric Shape tools to make the speech bubble and star, and repeated step 13 to get the shadow effect.
15 Paste this texture (by [info]hellodarliing), and set it to screen 100%. I erased the area around the faces.
16 Make a new Hue/Saturation/Lightness adjustment layer, and set master saturation to 10.
